What board model do you select in the upload dialog? Can you press Ctrl+Shift+I to open developer console and copy/paste error verbatim here?
If you’d try to select “Arduino Uno” (regardless you have another board), is it OK?

i have selected arduino Pro (Atmega 328 3.3v, 8mH. same results with Arduino Uno.

Oh, well. The 403 from whoami has nothing to do with the problem. I bet you have the same problem as others with incomplete toolchain install
You right…same problem with out solution. I was trying to reinstall XOD ide twice. after uninstall i have deleted all xod folders and files in C: …then reinstall … no changes.
An idea??
