Installing Avr failures Help With install from external source

Ive installed IDE
was going through tuts ran out of simulator compiles
so tried install to UNO.
I get to :

Downloading arduino:avr-gcc@4.9.2-atmel3.5.4-arduino2…
arduino:avr-gcc@4.9.2-atmel3.5.4-arduino2 downloaded
then i get:

The error has no formatter, which is a bug. Report the issue to XOD developers.

AND:

I have the git files with the avr folder
is there a method to install for a diferent source manualy,
my connection at the computer is 37kb slow slow slow.
i have cell data at 50Mb but wifi from phone is limited to maybe 40kb.
i can download any file to phone a d transfer to computer buy need to be able to install needed dependencies.

where is the full file name this one ends with …

Well, it looks like an Internet connection problem. You need ~200 MB at reliable connection. If you have an access from another PC, you can install the required toolchain there and copy C:\Users\<User>\xod\__packages__ to a USB stick and bring it to your PC. Put it there at the same location. Then restart XOD IDE.

My other pc is an android phone!
The wifi used to run at gb speeds now runs at kb after update
