I cannot enter a value as a decimal

Hello readers.
What could be the reason why I cannot enter a decimal value?

I can type in the field, but when I click anywhere with the mouse, the value returns to 0. There is no such problem with integers.

XOD uses 0.1 format instead of 0,1
