Can it be programmed to any other UNO with different inputs, for IR sensor is there any library in Xod and how to run with L293D Motor Driver.

Yes, of course. A board very similar to Arduino Uno is inside the mBot, so another board will work as well. The L293D can be driven with https://xod.io/libs/xod/common-hardware/h-bridge-dc-motor/
